I go to Bible hub for reference and Matthew Poole's commentary on these verses seem to be a likely explanation. i.e. Verse 9:7 the voice they hear is Saul's only and that is also in indicated in verse 22:9. i.e. "....heard not the voice of him that spake to me.".......................

If it was Paul's voice that they heard, why did they not also see Paul as the man?

But seeing no man; these fellow travellers with St. Paul are said to see no man, but the expression here imports their doing their utmost for to see him that spake: thus God made a difference, Daniel 10:7, in the vision we read of there.
