This is completely untrue, and this is likely what people like Benny Hinn will say. Unfortunately, it is a complete misrepresentation and twisting of the Gospel. Everything you have listed here are the byproducts of one, singular fact: whether or not you stand on the unmerited perfect imputed righteousness of Christ alone, through faith alone. That's it (Romans 3:21-26, Ephesians 2:8-10, Romans 11:6, 2 Timothy 1:8-9). The things you listed most definitely ought to be pursued fervently, but your efforts to accomplish them, in your own power, is entirely futile. The desire and even the power to pursue those things are the work of the Holy Spirit, who spurs the believer on towards righteousness, but we must understand our position now, which if we are in Christ, is totally righteous before the Lord. Make no mistake brothers, any and all attempts or efforts to be a "holy man of God" or righteous at all, is a works based righteousness which is altogether worthless in the sight of God. (Romans 3:20, Isaiah 64:6) This is made more clear in Romans 8:8-11, note verse 10: the body is dead because of sin, but the Holy Spirit is Life, because of righteousness, and not ours. Finally then, note the necessity of faith in Christ discussed in Hebrews 11.
So, what makes a mighty man of God? Faith in Christ. Alone.
Remember, for those who are in Christ, God does not see our sinful wickedness, but instead sees the righteousness of His Son Jesus who gives us His perfection and righteousness through the shedding of His perfect blood on the cross, where He took our place.

It is ALL a work of grace. A work of God, but it is a work nonetheless.
