5 he saved us, not because of works done by us in righteousness, but according to his own mercy, by the washing of regeneration and renewal of the Holy Spirit,
There are two types of christians, one is born again and one is not born again.
We should all become born again christians which means being born from God's holy spirit:
John 3:3(ESV)
3 Jesus answered him, “Truly, truly, I say to you, unless one is born again[a] he cannot see the kingdom of God.”
Why then all christians are not born again? It's not that bible doesn't have the instructions its maybe more likely because bible has lot of commandments which confuse us and the message of salvation gets lost in the bible. Even bible scholars such as Nicodemus did not know how a person becomes born again.
John 3:9-10(ESV)
9 Nicodemus said to him, “How can these things be?” 10 Jesus answered him, “Are you the teacher of Israel and yet you do not understand these things?
The problem for some people is indeed the vastness of scripture, the simple message becomes easily overlooked. Jesus told the people plainly that they couldn't find the message God had for them from the scriptures even it was there all the time.
John 5:39 (ESV)
39 You search the Scriptures because you think that in them you have eternal life; and it is they that bear witness about me,
Some people also had blindened minds to see the message
2 Corinthians 3:14 (ESV)
14 But their minds were hardened. For to this day, when they read the old covenant, that same veil remains unlifted, because only through Christ is it taken away.
What actually happens that the people reject Jesus as their savior and even they read scriptures they remain unsaved, not born again, because they do not understand and accept the gospel. Therefore they have rejected the very cornerstone.
Matthew 21:42 (ESV)
42 Jesus said to them, “Have you never read in the Scriptures:
“‘The stone that the builders rejected has become the cornerstone;
this was the Lord's doing,and it is marvelous in our eyes’?
What then we must do to be saved?
Acts 2:37-38 (ESV)
37 Now when they heard this they were cut to the heart, and said to Peter and the rest of the apostles, “Brothers, what shall we do?” 38 And Peter said to them, “Repent and be baptized every one of you in the name of Jesus Christ for the forgiveness of your sins, and you will receive the gift of the Holy Spirit.
In all its simplicity there it is message of salvation. By God's grace we become born again spiritual believers when we accept Jesus as our savior.
2 Corinthians 3:6 (ESV)
6 who has made us sufficient to be ministers of a new covenant, not of the letter but of the Spirit. For the letter kills, but the Spirit gives life.
And we are not judged by the law because we are under grace and yet by the spirit of God we fulfill the law by walking after the spirit.
Romans 8:4 (ESV)
4 in order that the righteous requirement of the law might be fulfilled in us, who walk not according to the flesh but according to the Spirit.
Unfortunately not everyone has yet accepted the message to become born again, these are people not born from the spirit but as bible says born of the letter. And these are people who persecuate the born again christians because they only know bible's law and not how grace works and they do not have the holy spirit in them.
Galatians 4:29 (ESV)
29 But just as at that time he who was born according to the flesh persecuted him who was born according to the Spirit, so also it is now.

8 For by grace you have been saved through faith. And this is not your own doing; it is the gift of God,9 not a result of works, so that no one may boast.
