The first occurrence of dragons happens in Genesis, not in Job, as in Hebrew, " taninim " means dragons, and doesn't mean in any way that commonly wrong translation " great whales " or " sea monsters ". It's written :

" And God created dragons , and every living creature that moveth, which the waters brought forth abundantly, after their kind, and every winged fowl after his kind: and God saw that it was good. " Genesis 1:21 ( KJV )

So God created the dragons the fifth day.

God created every species from a single couple male-female.
Adam and Eve were the first ancestors of humanity. Who were the first ancestors of dragons then ? And what was the name Adam gave them ?
As it's written Adam gave a name to all animals created by the Lord.
The first ancestor of dragons was Leviathan, the great dragon. Ever wondered why he is called
" the great dragon " ? It's because he is the first ancestor of dragons,
and he's not the only dragon living on earth, as for milleniums he breed a great army of dragons with his female counterpart called Rahab, and they are living mostly in the bottom of the ocean.

It's written in Isaiah 27:1 that " In that day the Lord with his sore and great and strong sword shall punish leviathan the piercing serpent, even leviathan that crooked serpent; and he shall slay the dragon that is in the sea. "

So no, it's not " symbolic ", it's a dragon that is in the sea !

Psalm 104:24-25 confirms it's a real creature ! It's written :
" O Lord, how manifold are thy works! in wisdom hast thou made them all: the earth is full of thy riches.
25 So is this great and wide sea, wherein are things creeping innumerable, both small and great beasts.
26 There go the ships: there is that leviathan, whom thou hast made to play therein. "

The " great and wide sea wherein are things creeping innumerable, both small and great beasts " is obviously a clear description of the Ocean ! And in that Ocean there go the ships ! And in that Ocean there is that leviathan ! Leviathan the great dragon lives in the Ocean !

Now, why the Lord would want to punish Leviathan as mentioned in Isaiah 27:1 ?
Is the Lord a cruel monster who would take pleasure in killing innocent animals for just the sake of killing just like many cruel men would do ? Of course No !
Ocean If the Lord wish to punish Leviathan right after He's coming back on earth, it's for a really big reason : Leviathan is that same ancient serpent which deceived Eve in the Garden of Eden, and it's mainly because of his betrayal and pact with Satan that we all greatly suffer today in this fallen world for millenniums, and that Jesus was crucified to save us from the power of darkness.
I already hear some people over there who would ask, yes, you : How is it possible that Leviathan would still be alive ? It's impossible ! It's been millenniums since the the fall from the Garden of Eden ! Well, Leviathan is not an ordinary animal, it's a supernatural one, and it's possessed by Satan. Everything is possible to God anyway.
If God wants Leviathan to live until He comes back on earth, so be it !

From Leviticus 16 and from Psalm 74:12-14 and from Ezekiel 29:3-5, and from Ezekiel 32:2-6, there's a clear description of how the Lord will capture and punish Leviathan the " crooked serpent " which deceived Eve and make humanity suffer ! And what he also represents. Leviathan is the living goat for Azazel ( a demon's name ); Jesus was the goat for the Lord.
Too long to explain, just study Leviticus 16 linked with all the quotes mentioned above,
out of any mainstream preconceived notions, like the mind of a pure innocent child who doesn't
hesitate to ask a lot of questions about everything !

And the serpent is indeed living in the bottom of the Ocean :
"And though they hide themselves in the top of Carmel, I will search and take them out thence; and though they be hid from my sight in the bottom of the sea, thence will I command the serpent, and he shall bite them " Amos 9:3 ( KJV )
" He will turn again, he will have compassion upon us; he will subdue our iniquities; and thou wilt cast all their sins into the depths of the sea. " Micah 7:19 ( KJV )

It's very interesting to note that in the new earth, there will be no more sea !
