I think Jesus is referring here to actions which are done not in truth and sincerity.
Matthew 6:1 Take heed that ye do not your alms before men, to be seen of them: otherwise ye have no reward of your Father which is in heaven.
Matthew 6:5 And when thou prayest, thou shalt not be as the hypocrites are: for they love to pray standing in the synagogues and in the corners of the streets, that they may be seen of men. Verily I say unto you, They have their reward.
Matthew 6:16 Moreover when ye fast, be not, as the hypocrites, of a sad countenance: for they disfigure their faces, that they may appear unto men to fast. Verily I say unto you, They have their reward.
In other words, one can be evildoer while they seemingly do good actions.

When I fast if I go around making it evident to every one so they think I’m pious rather than keeping it between God and my requests for his audience in just going through motions and have the wrong motivation in my heart
We can do good things but for the wrong motives I could help a person but do not for selfish reasons so other wiol think I’m something special
our motivations matter immensely. If I only give two cents but I’m giving it to the lord for his motivations of brotherly love it’s more than the other guy giving a hundred dollars if he’s doing it from wrong motives
The Pharisees are a good example they stressed and rigorously kept the rules for thier own sakes but when they saw fellow man who needed help they would pass by like they didn’t even see them there was no audience no self exaltation to help someone for the sake of helping
they kept the written rules but rhier hearts were backwards it was all about self
