Take a close look at what scripture states: Melchisedec was without father, without mother, without descent, having neither beginning of days, nor end of life; but made like the Son of God: Melchisedec was non other than Jesus Christ himself. Your key word is "Like", for he was Jesus. Remember, Jesus was the first creature (Col. 1:5), being the image of the invisible God (Heb. 1:3), already existing. When he came to earth God provided him a body (Heb. 10:5); Now, being born of a woman he had a Mother (Mary) & Father (God); had a beginning of days and an end of life. Read Heb. 10:8 very closely:

Hebrews 10:8, "And here men that die receive tithes; but there he [Melchisedec] receiveth them, of whom it is witnessed that he liveth."
Acts 25:19,"But had certain questions against him of their superstition, and one of Jesus, which was dead, whom Paul affirmed to be alive."

Mel was a priest for sure but the other statements about family and life would indicate that he was not in a line of priests before or after him (ie, no perpetual priesthood). Jesus had no one before him or after him to function in His role either.

Mel could be another name (title) for Shem. Abraham and Shem overlapped in Bible history 150 years.

The scriptures really do not give us the information to say definitively.
