ummm no, its not Biblical. You should give what you promised in your heart to give, not what someone demands you give.
2 Corinthians 9
[SUP]7 [/SUP]
So let each one
give as he purposes in his heart, not grudgingly or of necessity; for God loves a cheerful giver. [SUP]8 [/SUP]And God
is able to make all grace abound toward you, that you, always having all sufficiency in all
things, may have an abundance for every good work. [SUP]9 [/SUP]As it is written:“He has dispersed abroad,
He has given to the poor;
His righteousness endures forever.”[SUP][

[SUP]10 [/SUP]Now may[SUP][
c][/SUP] He who supplies seed to the sower, and bread for food, supply and multiply the seed you have
sown and increase the fruits of your righteousness, [SUP]11 [/SUP]while
you are enriched in everything for all liberality, which causes thanksgiving through us to God.
Paul writes to people who promised beforehand to provide and had been saving for the express purpose of hosting missionaries that he was sending. It was for a purpose. Too often ministers will misuse the "sow seed money" but its not about MONEY. its about righteousness. Its about sowing in the SPIRIT with love and prayers. Providing food for those who don't have it and helping the Gospel be spread to the far reaches of the Earth.
