The one on the cross was witnessed to by Jesus. He looked at the fact that Jesus was innocent and chastised the other one. That implied a belief in Jesus and Jesus acknowledged that with his saying he would be with him.

Until the printing press the creeds and memorized scriptures were used to let people hear the word of God from others. Thus it was done with the hearing the word. It is relatively recently the written word has had an impact. Even so non Christians do not read the Bible or Christian literature. Keep in mind that the "Carnal mind is enmity against God".
