First off I'll say that we need to keep in mind there was a system of sacrifice for the 'forgiveness of sins' so no amount of law keeping, in the simple way of understanding this some may want to apply, is going to make a person perfect with the understanding that they have not or never sinned
we can say that 'walking in the law' means to take and then follow instruction, basically no different then our walk today. we 'hear' and meaning let it sink in, and then we get up and walk in what we hear...we follow the instructions of God
we have a tendency to skip over words and that looses the meaning or the fullness of what is being said by the writer of this Psalm
here is a breakdown of the first verse and how the writer was applying his knowledge or understanding of the law of God
when I read or study this Psalm, I understand that this person depended on God for understanding of what he wrote and he understands that the end of obedience here is not a sinless life, but a relationship with God
we know the law was given to reveal or expose sin; it was never given in the hope it would be kept and create holiness in a person
