I would say so. But just guessing.

Note in Noah's day they perished,but that component had to do with sin and it's horrors.

In the rapture,it is the gathering of the bride. His pure innocent bride.

I personally believe God is just and fair....I also believe there is evidence that children are safe under the blood until they reach a point where they recognize that they are sinful before a righteous God and or deemed unrighteous by God.......two examples being...

a. David's firstborn with Bathsheba which died at a week old <--David, which speaks of his salvation in the present tense, said he would go to and see his son again.

b. Paul was alive once without the law, sin revived and he died <--He was obviously alive physically and did not die physically so the conclusion can be that he was alive and safe under the blood until the law came, sin revived and he died spiritually

My personal view is that all who are mentally unable to make a conscience decision concerning sin, Jesus, salvation etc....are safe under the blood and will be gone when it happens........but in all fairness that is at best just a hunch or supposition.......

For sure all the dead in Christ will rise and we which are alive and remain unto the body presence of Christ and our gathering together unto him will be "outta here"

There is a point between being innocent and being able to be accountable.

I cannot see the innocent being sent to eternal damnation by a just God!!

It really is one of those questions where we dont have an explicit answer on in the Bible.
