Yes, he is. The whole argument up to that point is the Corinthians arrogance because they have spiritual gifts:
I always thank my God for you and for the gracious gifts he has given you, now that you belong to Christ Jesus. Now you have every spiritual gift you need as you eagerly wait for the return of our Lord Jesus Christ.

Gracious gifts are not spiritual gift that is why in chapter 12 Paul start it with the words, "NOW concerning spiritual gifts," because spiritual gift have nothing to do with gracious gift. The reason being spiritual gifts do not save, the gracious gifts are all things pertaining to salvation. You really need to use a better translation to use for a proof text the living translation is a paraphased translation, here's the ESV.

I Corinthians 1:4-7 "I give thanks to my God always for you because of the grace of God that was given you in Christ Jesus, 5 that in every way you were enriched in him in all speech and all knowledge—6 even as the testimony about Christ was confirmed among you— 7 so that you are not lacking in any gift, as you wait for the revealing of our Lord Jesus Christ,"

Not lacking in any gift of salvation that is the context of 1:4-9, this introduction does not make chapter 4 to speak of spiritual gifts, chapter 4 is about false apostles, but it not your fault that you want to connect verses 1:4, 7 to chapter 4 because that is the way you are probably being taught the Bible that way instead of being taught the Bible verse by verse throught books of the Bible.

I didn't answer your question because it is a dumb question. Yes, it is a literal rooster bird that makes literal noises at literal certain hours of the literal night.

If you don't like the NLT the NIV says the same "spiritual gifts". That is the meaning there:
Therefore you do not lack any spiritual gift as you eagerly wait for our Lord Jesus Christ to be revealed.

The Greek word in 1Cor 1:7 is "Charisma". The correct translation is "spiritual gifts". Also, as in Charismatics. Like the Charismatic movement today, they were teaching errors focused on their own spirituality instead of on Jesus.

The Greek "Charisma" means spiritual gifts in 1 Cor 1:7 and is also found in these verses:
