The New Jerusalem doesn't come down to this earth anyway. She won't be ready until all the saints that make
her are prepared. She comes down to a new earth after the old heaven and earth have passed away.
There will be a new creation and God's dwelling place will be with mankind.

Until the new creation our spirits go to heaven after physical death. We await new bodies at the resurrection.

God took Enoch somewhere. Gen 5:24

Where did Moses & Elijah come from? Mark 9:4

There are at the very least 24 elders in heaven around the throne. Rev 4:4

When he opened the fifth seal, I saw under the altar the souls of those who had been slain because of the word of God and the testimony they had maintained.
~Rev 6:9

After this I looked, and there before me was a great multitude that no one could count, from every nation, tribe, people and language, standing before the throne and before the Lamb. They were wearing white robes and were holding palm branches in their hands. 10 And they cried out in a loud voice:

“Salvation belongs to our God,
who sits on the throne,
and to the Lamb.”

~Rev 7:9
