LCMS Charismatics? I've met a few. I don't know how you really find them. Maybe ask around. Charismatics tend to go to city prayer meetings and things like that. That's where my wife met the Charismatic Lutherans, and I met them through her.

As far as Irving goes, his beliefs were similar to Pentecostal's in some ways, but historically, I don't know of an actual link that connects him to the Pentecostal movement in the US (or India or South America) around 1900.
