Out side of the book of Acts there is no Scripture for water baptism in the New Testament, all the Scriptures in the epistles on baptism are the baptism of the Spirit that happens when you believe.
Thus statement is incorrect. Both the Gospels and the Epistles speak about water baptism as well as the baptism with the Holy Spirit. And both are essential for Christians.
