It doesn't say very much at all.

If you want to look at the christian tithe, its origins, purposes, etc we have to look to our church history not the bible.

But it won't help you unless you are referring to Jewish tithes, not christian ones (the ones most churches practice today) which were introduced by the Church in the 700 AD era I believe, or around that.

Jesus said:

"What sorrow awaits you teachers of religious law and you Pharisees. Hypocrites! For you are careful to tithe even the tiniest income from your herb gardens,[a] but you ignore the more important aspects of the law—justice, mercy, and faith. You should tithe, yes, but do not neglect the more important things"

He clearly states that yes you should tithe but not to forget to do the other more important things as well.

Beyond that I can tell you that God blesses the tither. Just ask anyone who does.

In all the NT epistles, there is no instruction regarding "tithing" persay. There is instruction and exhortation regarding "giving".

Having said that, it's perfectly understandable that many believers would have a conviction to give 10% of their income, since that was the general rule/principle in the OT. I see it as a Romans 14 kind of thing: "let each man be fully convinced in his own mind" (regarding matters such as a Sabbath day etc.).

Anyway the NT does say this: "God loves a cheerful giver" :)

If I may add. Please consider in your understanding concerning the OT tithing, that when Christ addressed the Pharisees he made a clear reference concerning tithing, that it not be left undone (Mt 23:23, Luke 11:42).
