do you mean, "where there is no vision"?

this translation might help:

New International Version
Where there is no revelation, people cast off restraint; but blessed is the one who heeds wisdom's instruction.

and this one:

King James Bible
Where there is no vision, the people perish: but he that keepeth the law, happy is he.

So it would make more sense to say that Where there is on revelation from God, or no Word of the Prophet, the people will perish in their sins, than to say that if you have no vision for starting a business you will go financially broke?

yeah, i guess so. i think it's about the future of those that keep the laws (or do God's will) and those that don't. the law brings happiness -- so it is wisdom (wise to do).

these verses are maybe in same vein:

1Whoever remains stiff-necked after many rebukes
will suddenly be destroyed—without remedy.
2When the righteous thrive, the people rejoice;
when the wicked rule, the people groan.

Luke 11:34 The light of the body is the eye: therefore when thine eye is single, thy whole body also is full of light; but when thine eye is evil, thy body also is full of darkness.
Revelation 3:18
...and anoint thine eyes with eyesalve, that thou mayest see.[no vision, they don't see they are being lukewarm]
Isaiah 28:7 ...they err in vision, they stumble in judgment.
[vision and eye in these verses seems to be parallel to exercising righteous judgment, as if, godly perception unclouded by lies]

Without the faith of Christ working in a man to both will and do his good pleasure no man could please God .He performs that strengthening us working with us . he makes our hearts soft.

Hebrews 11; 6 But without faith it is impossible to please him: for he that cometh to God must believe that he is, and that he is a rewarder of them that diligently seek him.

He is our vision without him we can do zero,

He is the author and finishers of faith (the unseen holy place) . If he has begun the good work of salvation in us, he as our confidence is trust worthy to open the eyes of our new hearts.
