The Matthew 7:13-27 & Luke 13:24-30 references are for rebuking the iniquity that one can receive the Holy Spirit apart from salvation as it is seen by giving another calling to approach God by way of the Holy Spirit in asking the Holy Spirit Himself to come and fall on them after a sensational sign in the flesh which is usually done in confusion, including tongues without interpretation.
This is what is meant to build His House on the rock wherein those that do not heed the only way in approaching God the Father by ( John 14:6 & John 10:1 ), are likened to having their house built on sand which is why saved believers are falling down in loss of self control in these "movements of the ' Spirit ' " which is not the real indwelling Holy Spirit, but the spirit of the antichrist. They can claim all the miracles they want as they do in Matthew 7:21-23, but they are workers of iniquity which is why by denying Him by that iniquity is why they are being denied entrance to the Marriage Supper; Luke 13:24-30
Unless they repent with His help by stop chasing after what they believe is the Holy Spirit for a sign when He is in them as promised at their salvation at the calling of the gospel, and to shun vain & profane babbling by praying normally so that they know what they had prayed for to give the Father genuine thanksgivings in Jesus's name for known answers to prayers.

That foundation is laid by Jesus Christ by believing in Him to be saved, and thus the foundation is laid. Saved believers can only build on that foundation by either sowing to the fruits of the Spirit or to the works of the flesh wherein the dire consequences for defiling the Temple of God is physical death by being cast into the bed of the coming great tribulation so that the spirit may be saved in the day of Christ when they shall be received as vessels unto dishonor in His House after the great tribulation.
