From Psalm 23 ( The Pastoral Heart of God)
HE MAKES ME LIE DOWN IN GREEN PASTURES; HE LEADS ME BESIDE QUIET WATERS.
Green pastures and still waters are peaceful places for rest and feeding. It is said that the Christian life has two elements in it: the contemplative and the active and Green Pastures is said to be the scriptures for in a green pastures you can never have enough grass to eat and so it is with the word of God, no matter how much we have there is always more. The Active relates to activities as we journey on to perfection.
The Pastor’s heart must be as such that the sheep has more than enough; it truly mirrors the heart of God, for only He alone is the great possessor of all. The pastor feeds the sheep with the word of God, provides rest as well as to lead the sheep into gracious activity that is beneficial to the soul.
The Hebrew word used for “quiet or still waters” in the verse being examined is the word menuchah, which means a resting place, or place comfort, quiet ease. This signifies tranquillity but does not rule out the possibility of danger; however it is the job of the shepherd to protect the sheep so the sheep do not have to worry about threats to their life.
