He's actually being very nice with half of the charge on reciprocal tariffs, in order to get them on the negotiating table.
But with this move, he's going to prolong the trade war.
He should have charged them what they charge us, because even with higher tariffs on our end, the American consumer has more money than the average Chinese or the European consumer so the American consumer will pay for a while longer before they stop buying products from China or EU and will buy products made at home, which is the point of this whole exercise.
