This is not a new technology. Even Nikola Tesla and others made experiments with antigravity.
The problem is the practicle use. Its quite unstable for any daily use, its hard to drive etc.

If there are some military projects (which I am sure there are), it will not be released to public soon. Maybe some so called UFO´s are tests of such planes. If it is so, they are being seen since the second world war.
