also, here is a thought: stop jacking up corporate taxes out the roof, and companies will stop leaving.
GE, which takes in billions, rarely pays any taxes. While the base tax rate may be high, the deductions we allow them bring the real rate down considerably. The problem isn't that our tax rates are too high, the problem is that corporations don't want to pay ANY taxes ANYWHERE. They have no allegiance to any country. Their only allegiance is to their pocketbooks.
Yet when they get in trouble, they expect actual taxpayers to bail them out. So while you're whining about welfare, include corporate welfare as well. Corporate America is the biggest welfare recipient of all.
