I am a graphic artist. But lately I have been getting back to photography in its rawest form. I guess the pendulum swung back in place. Photoshop has a sharp learning curve to it, but I have a ton of tutorials for people if they want to learn to use it.

I would have to get a digital camera before I would have my own photos to edit. I would like to get back into artwork. Computers are fun to work with, but to me it doesn't compare to drawing or painting with your bare hands. I get more of a sense of accomplishment lol

It just takes practice, but some people just got a natural talent for drawing. I have only recently started doin stuff with the computer and the only program I have to do it on that I know of is MS Paint

paint.net is free and open source. I use it on my netbook because it is light weight.

GIMP is also free and open source and Photoshop competitive. Many say it is better. I can give you more later is you like, but I highly suggest starting out with those two if you are just starting out.

Double thumbs up on GIMP. I've used it numerous times to make pictures to annoy people, it works rather well.
