Anyone read a lot of sci-fi fantasy? When you get into a new one, are you more interested in learning about the world or the main character in it? Is it more important to you that the protagonist is dynamic or the setting?

I don't mind simple characters as long as the world is fleshed-out and makes sense for the story. Weirdly it's the opposite for movies/TV.

If you have not read the Dragonrider series from Anne McCaffery, you should. Pure gold.

Oh yeah, there was a question in the OP. Sorry, recommending the Dragonrider series is kind of a reflex for me. :D

I like a story with dynamic characters. Static, shallow characters are okay for short stories, but for a novel the characters should at least be interesting.

For a good sci-fi read, I need both. I consider them generally equal in importance.
