I think that happened already with the CREATION of the United States. The Old World had religion pretty well controlled, then people began coming to the New World in order to be able to worship freely.

The flood spewed forth from the mouth of the dragon is a flood of refugees and immigrants pouring into Mystery Babylon to dilute and destroy what remains of Christian culture.
