Proponents of this heresy believe that the end-time move of the spirit (prophesied by Joel) started with the Pentecostal movement, then the Charismatic Movement (which is now passé) and is now finally at what is being called “the Third Wave.”

One of the hallmarks of this movement is a de-emphasis on the scriptures and of doctrine. The Bible has become allegorical, and interpretations become subjective (1). Many within the third-wave movement have been conditioned, by the lack of sound biblical teaching, to believe that doctrine is unimportant. Leaders will often state that “relationship” is far more important than doctrine.

[John] Wimber later became leader over a group known as the “Kansas City Prophets” at a time when they were under attack for their doctrinal positions and practices.(4)

The Kansas City prophets included such internationally known “prophets” and conference speakers as Mike Bickle, Bob Jones, John Paul Jackson, Paul Cain, and Bob Jones. Affiliated with them, especially through his close working relationship with Bob Jones, is Rick Joyner of Morningstar. Francis Frangipane, Bobby Conner and Jill Austin (deceased) were in close association with all of the others.

John Paul Jackson is an author, teacher, conference speaker and founder of Streams Ministries International. Jackson often focuses on supernatural topics like dreams, visions, and dream interpretation as found in the Bible.[1] He has developed a number of prophetic training courses. He is also a recurring guest on many shows that include The 700 Club, Sid Roth's It's Supernatural!, Benny Hinn's This Is Your Day program, and Joni Lamb's Table Talk among others.

He was a member of the controversial Kansas City Prophets, whose practice and doctrine came under fire in the 1980s and '90s.[2]

He is the founder of Streams Ministries International, a Christian group that deals especially with the practice known as prophecy.

Jackson's career has spanned more than 20 years. He served as the senior pastor of two churches, and he has also served on the pastoral staff at the Vineyard Movement's Christian Fellowship in Anaheim, California (with John Wimber) and at the former Metro Christian Fellowship in Kansas City, Missouri (with Mike Bickle).

In 1997, Jackson launched The Streams Institute for Spiritual Development, a training program for mentoring those who claim to have revelatory gifts. By 2003, more than 12,000 students had enrolled in his courses, which have been held in Canada, Scotland, Poland, England, Switzerland, and Ukraine. In the summer of 2001, Jackson moved his headquarters to the Lake Sunapee region of New Hampshire. In 2008, Jackson relocated the ministry headquarters to the Dallas–Fort Worth metropolitan area

The Kansas City Prophets

If (Hank) Hanegraaff and other critics are correct, perhaps it was the Vineyard's flirting with the inner healing movement that led them to this point. Perhaps it was the Kansas City prophets it absorbed in the late 1980s that took them this far. Or more likely it was a combination of many things, along with (John) Wimber's experience-oriented theology, that brought them to where they are today.

One thing is for sure: Each phase they went through prepared them to receive more supernatural experiences. First, inner healing teacher John Sandford (who has claimed a number of visionary and mystical experiences) began bringing his seminars to a number of Vineyard churches worldwide. You might remember Sandford from chapter 1 where he claimed he wrestled with a demon and a dead woman. Later it was a group of men known as the Kansas City prophets who brought grandiose claims that a "new breed" of super prophets were beginning to arrive on planet earth who would change the world forever.

These so-called prophets were a group of men that coalesced around a church known as the Kansas City Fellowship, pastored by Mike Bickle, that attracted a following of other likeminded churches in that region. They argued that God was spearheading a new revival from their churches, and that he was restoring the office of prophet. Just as other "prophets" we discussed in these pages, yesterday's Kansas City stock could have it both ways. They could hear from God, and speak forth God's words, prophesying of great events soon to transpire on planet earth. And they could have flipped a coin as to whether what God allegedly told them would actually come true. Often they didn't come true.

Some of the main prophets and/or leaders in the movement included Paul Cain, Mike Bickle, Bob Jones, Rick Joyner, John Paul Jackson, Francis Frangipane, and others. Bob Jones (no relation to Bob Jones of Bob Jones University in South Carolina) was the visionary of the bunch. He was said to have been especially anointed with supernatural visions from the Lord and a prophetic gift. However, he was quoted as saying that the general level of prophetic revelation in the movement's "prophets" had an accuracy level of about 65 percent. Some prophets were as low as 10 percent accurate, he said, with some of the "most mature" prophets having a rating "approaching 85 percent to 95 percent. "25

The Apostolic-Prophetic Movement in Charismatic Christianity is seen by its participants as a restoration of the neglected elements of the Five-Fold Ministry described in the New Testament book of Ephesians, "some apostles, and some prophets; and some evangelists; and some pastors and teachers; for the equipping of the saints, for the work of the ministry, for the building up of the body of Christ". Some of those who shaped the current Apostolic-Prophetic Movement in the United States were based in Kansas City, Missouri and became known as the "Kansas City Prophets". Signs and Wonders was a phrase used often by leaders of the Charismatic movement in the late 1980s and early 1990s. It is closely associated with the ministry of John Wimber and the Vineyard Movement. One of the major emphases of the belief is that the Gospel can be communicated more effectively to unbelievers if accompanied by supernatural manifestations brought on by the Holy Spirit (such as prophecy and healing).

The origin of the phrase is in Deuteronomy 26:8, which describes the commandment to tithe first fruits as linked to God's having brought the Israelites out of Egypt "with a strong hand and an outstretched arm, and with signs and wonders". This passage is read with emphasis in the Passover Haggadah and Seder.

Mike Bickle (born 1955)[1] is an American Evangelical Christian leader best known for his leadership of the International House of Prayer (IHOP-KC).

Various criticisms of aspects of Bickle's theology and ministry practices exist. Aspects of his ministry which have been particularly controversial include his view of the prophetic ministry today.[16] Most of the criticism involving Bickle's ministry, however, focuses on the sexual activities of some of the ministers that were closely connected with his ministry in the 80s and 90s, including Bob Jones[17][18] and Paul Cain though neither has been involved with Bickle's ministry for several years as a result.[19][20][18]

In 1990 Kansas City pastor Ernie Gruen published a report entitled "Documentation of the Aberrant Practices and Teaching of the Kansas City Fellowship (Grace Ministries)".

After the publication of this document, Bickle announced that he was submitting to John Wimber's oversight and joined the Association of Vineyard Churches in part to address the issues raised by his critics.[21][22][23][24] Bickle later noted that "We were tempted to say that the attacks were all of the devil. In retrospect, we see that God’s hand in all of this - even using the things that came from Satan’s hand as well. Some of the criticisms were valid (especially concerning our pride) others were not."[25][26]

Bickle's ministry has since been endorsed by several high profile American Evangelical leaders, including Dr. Jack W. Hayford, Bill Bright, Loren Cunningham, Jack Deere, and C. Peter Wagner.[27][28]

Why are so many of Promise Keepers activities, statements and sales items so close in ideology and appearance to freemasonry in its various forms?

For example: Stand in the Gap was held before the Washington Monument (an obelisk), which was built and dedicated by masons. That Monument is the United States' most obvious Masonic, phallic symbol. The obelisk is the Masonic symbol of a male sex organ or phallus, and originates out of Baal worship, and sun and serpent worship. Why then, was a picture of the obelisk printed on T-shirts with the scripture verse, Ezekiel 22:30 on it and sold at the Stand in the Gap rally?

Ricky Skaggs, you know, country (singer). Aw man, it was a blast. We had a great time though. Anyway, we got knighted by this thing. It’s a real, this somehow is real important to the Lord. He’s kept this order in existence, I think, like He has Israel. It has an end times purpose and destiny . . . They went on, made me a knight commander which gave me authority to knight others and then they made me something else, where I have authority over all the knights supposedly in the U.S. . . ."

To show that I am not over-stating their claims, consider this statement by Francis Frangipane who claims to have sold hundreds of thousands of spiritual warfare books:

The church that successfully wars against Jezebel will be a church that inherits the glorious "morning star," which will be visible outward glory, a symbol of hidden, inward purity. It will be a church that exercises "authority over the nations," uniquely because it has conquered the Jezebel spirit which sought to strip God's servants of authority.14

He supposes that the Jezebel in Revelation 2:20 is a spirit being that is currently controlling much of society and the church. Jezebel's principle enemies are modern prophets who are "Elijah" coming in spirit before the coming of the Lord.

He states,

"Seeing Jezebel so blatantly manifest herself only confirms that the spirit of Elijah is also here bringing repentance and raising up warring prophets throughout our land!"15

In keeping with common dominionist spiritual warfare claims, this assumes that the church throughout history allowed itself and the rest of society to be ruled by Satan's agents, but that now new prophets with new revelations are going to bring us into world dominion.

1990 Ernie Gruen (Full Faith Church of Love, Shawnee, Kansas), one of the fathers of the charismatic movement in Kansas City, releases a tape of his sermon "Do We Keep Smiling and Say Nothing?" accusing KCF of sending out false prophets, of "prophesying" area churches would close down (and then join KCF), and of outright lying. He also releases his 233-page document to Christian leaders across America listing other alleged abuses at the KCF.

1990 (January) shaken to the core by the public scandal caused by Gruen's expose, Bickle and the Kansas City Fellowship elders attempt damage limitation. They issue an open letter calling Gruen's report untruthful and negative, but say they are open to correction.

1990 (June) Bickle submits all KCP ministries to Vineyard covering. In return, Wimber issues some cautions and promises to rein in the worst activities of KCP. Paul Cain calls John Wimber his lifelong mentor and father and says he is "bonded to him for life".

1990 (June) Wimber, Gruen and Bickle meet to come to agreement on the problem. Gruen promises to stop circulating his report, but stands by its allegations.

1990 (July) UK evangelical leadership including the EA sign a statement expressing their support for KCP and saying "we have no doubt about the validity of their ministry".

1990 UK charismatic leader David Pytches writes a book about his involvement with the KCP, "Some Said It Thundered", highly recommending their ministry.

1991 Grace Fellowship incorporated into the Vineyard as the Kansas City Metro Vineyard Fellowship. Wimber takes the KCP on a world tour and promotes the "prophets" worldwide under the umbrella of the Vineyard Movement.

1991 (November) Bob Jones exposed in a sexual scandal and removed from public ministry by Vineyard/KCF.

1991-93 Cain courts English churches and joins Westminster Chapel, severing his "lifelong" bond with Wimber and calling Dr R. T. Kendall his new soul-mate. Kendall says Cain is a "24-carat man of God".

1993 (May) Gruen and Bickle issue a joint statement saying all is forgiven. Gruen resigns as pastor, after filing for divorce. (His marriage was later restored)

1993 (October) The Word and The Spirit meetings at Wembley, England with R. T. Kendall and Paul Cain. Their book "The Word and The Spirit" released 1996 in an attempt to launch a union between charismatic and reformed evangelical church traditions.

1994 (January) Toronto Blessing breaks out at Toronto Vineyard (as it was then) and is vigorously supported by Metro Vineyard.

1995 (June) Public meeting between Gruen and Bickle finally heals public rift between them. "All issues are now resolved".

1995 John Arnott of the Toronto Airport Vineyard (as it was then) visits Kansas.

1996 Wimber forced to take steps to resolve ongoing criticism about the Toronto Blessing. Toronto Vineyard disfellowshipped. Mike Bickle takes his group out of the covering of Vineyard. They become Metro Christian Fellowship.

1996 (September) Paul Cain prophesies to John and Carol Arnott: “The Lord has initiated the Toronto Blessing, not man...He has refreshed His people in order to prepare them for the next level of visitation....” Cain calls on the Kansas fellowship to return to its prophetic roots.

1997 (November) Wimber dies of a brain tumour. Some in the revival imply this is a judgement on him for his criticism of Toronto.

1997 Paul Cain moves to Kansas City to make the church his home church; he starts the Shiloh Retreat Center.

1999 (September) International Houses of Prayer (IHOP) started by Bickle and Grace Ministries on the Tabernacle of David model.

2000 (Jan) Mike Bickle hands over senior pastorship of Metro Christian Fellowship to Floyd McClung, former YWAM international director, in order to concentrate on his vision for the IHOP and other Shiloh Ministries.

1990 Ernie Gruen (Full Faith Church of Love, Shawnee, Kansas), one of the fathers of the charismatic movement in Kansas City, releases a tape of his sermon "Do We Keep Smiling and Say Nothing?" accusing KCF of sending out false prophets, of "prophesying" area churches would close down (and then join KCF), and of outright lying. He also releases his 233-page document to Christian leaders across America listing other alleged abuses at the KCF.

1990 (January) shaken to the core by the public scandal caused by Gruen's expose, Bickle and the Kansas City Fellowship elders attempt damage limitation. They issue an open letter calling Gruen's report untruthful and negative, but say they are open to correction.

1990 (June) Bickle submits all KCP ministries to Vineyard covering. In return, Wimber issues some cautions and promises to rein in the worst activities of KCP. Paul Cain calls John Wimber his lifelong mentor and father and says he is "bonded to him for life".

1990 (June) Wimber, Gruen and Bickle meet to come to agreement on the problem. Gruen promises to stop circulating his report, but stands by its allegations.

1990 (July) UK evangelical leadership including the EA sign a statement expressing their support for KCP and saying "we have no doubt about the validity of their ministry".

1990 UK charismatic leader David Pytches writes a book about his involvement with the KCP, "Some Said It Thundered", highly recommending their ministry.

1991 Grace Fellowship incorporated into the Vineyard as the Kansas City Metro Vineyard Fellowship. Wimber takes the KCP on a world tour and promotes the "prophets" worldwide under the umbrella of the Vineyard Movement.

1991 (November) Bob Jones exposed in a sexual scandal and removed from public ministry by Vineyard/KCF.

1991-93 Cain courts English churches and joins Westminster Chapel, severing his "lifelong" bond with Wimber and calling Dr R. T. Kendall his new soul-mate. Kendall says Cain is a "24-carat man of God".

1993 (May) Gruen and Bickle issue a joint statement saying all is forgiven. Gruen resigns as pastor, after filing for divorce. (His marriage was later restored)

1993 (October) The Word and The Spirit meetings at Wembley, England with R. T. Kendall and Paul Cain. Their book "The Word and The Spirit" released 1996 in an attempt to launch a union between charismatic and reformed evangelical church traditions.

1994 (January) Toronto Blessing breaks out at Toronto Vineyard (as it was then) and is vigorously supported by Metro Vineyard.

1995 (June) Public meeting between Gruen and Bickle finally heals public rift between them. "All issues are now resolved".

1995 John Arnott of the Toronto Airport Vineyard (as it was then) visits Kansas.

1996 Wimber forced to take steps to resolve ongoing criticism about the Toronto Blessing. Toronto Vineyard disfellowshipped. Mike Bickle takes his group out of the covering of Vineyard. They become Metro Christian Fellowship.

1996 (September) Paul Cain prophesies to John and Carol Arnott: “The Lord has initiated the Toronto Blessing, not man...He has refreshed His people in order to prepare them for the next level of visitation....” Cain calls on the Kansas fellowship to return to its prophetic roots.

1997 (November) Wimber dies of a brain tumour. Some in the revival imply this is a judgement on him for his criticism of Toronto.

1997 Paul Cain moves to Kansas City to make the church his home church; he starts the Shiloh Retreat Center.

1999 (September) International Houses of Prayer (IHOP) started by Bickle and Grace Ministries on the Tabernacle of David model.

2000 (Jan) Mike Bickle hands over senior pastorship of Metro Christian Fellowship to Floyd McClung, former YWAM international director, in order to concentrate on his vision for the IHOP and other Shiloh Ministries.

"At Kansas City…The services Saturday and Sunday were richly blessed, and Brother Parham, a religious leader who had come from Topeka to attend the services, insisted that we accompany him home. The bond of union Sunday afternoon which had united the the three leaders of three great movements, one in the extreme west, another in the extreme east and the third in the center of our vast country, must have brought rejoicing among the angels…here was my Brother Parham from Topeka, leader of a work similar to our own, divine healing, church, Bible School, and publisher of a paper…" (Tongues of Fire, July 1 & 15, 1900, p.111 and 115)


Indeed, so enthusiastic was Parham about the tongue speaking he witnessed at Shiloh that he actually included an enthusiastic endorsement of such in the first publication of his Holiness oriented journal, The Apostolic Faith. (This is not to be confused with the Azusa Street publication of the same name.)

Charles Parham's first Apostolic Faith (May 3, 1899) drew from Sandford's tract "The Everlasting Gospel" thereby recounting that Jennie Glassey could "read and write, translate and sing" in missionary tongues… The April 1, 1900 edition of Apostolic Faith 2 carried a report about Brother and Sister Hamaker tarrying at Beth-el Healing Home for a "heathen tongue" before they embark on the mission field… The greatest enticement to see Sandford came from ambassadors Edward Doughty and Victor Barton's invasion of Topeka in early 1900… (Hunter, op. According to the renowned Pentecostal scholar Harold Hunter, it was at Shiloh that Parham first actually witnessed "tongues" being spoken, and this occurred a full six months prior to the "Topeka outpouring", which is considered the true point of origin of the modern Pentecostal movement:

"...few may remember the religious cult, "The Holy Ghost and Us," in the early 1900s at Ridge Mills. This story also is almost unbelievable. The "Holy Ghost Station" was established in 1901 by a Rev. Frank W. Sandford, later was to be convicted and sentenced for the death of six persons, one of Ridge Mills. He had founded the cult nine years before in eastern New York. Sandford and his followers declared they had found the path to salvation, and that there was to be an end of the world in the near future and that only those on their side would survive in the "life hereafter."In April of 1905, some of the 'saints,' as they called themselves, left Ridge Mills for Shiloh, Maine, many of them selling the property and giving most of it to Sandford. Twenty two persons left Ridge Mills in a body, 'to wait the end of the world.' In all, 25 of the Rome area, 14 of them children, 'answered the call.' Meetings at Ridge Mills continued, with leaders exhorting others to join those in Maine.

"The end of the world did not come but most of those who went to Shiloh remained there to experience sufferings which led to a state investigation. Preacher Sandford, at one time a Baptist pastor of a wealthy parish, said mysterious voices told him to take all his possessions and go to Shiloh, Maine. He said he was broke when he arrived there but soon the property in Shiloh was worth more than $250,000 as followers in numerous places, including Ridge Mills, poured in contributions.

"The Shiloh community put all earnings into a common purse and drew all supplies from a common larder. Soon poor crops caused reports of hunger in the commune. Meanwhile, Sandford was some place on his yacht, searching, he said, for another Shiloh and a new end-of-world date.

"One member broke away and reported: "I have endured the tortures of hell since I joined. . . They have taken all my money, deprived me of my family, ruined my health and were starving me to death."

Then Sandford was charged with manslaughter in causing the death of a boy by refusing to permit administration of medicine while the boy was suffering from diphtheria. A jury disagreed in the first trial, he was convicted in the second but the verdict was set aside on the grounds that public opinion was unfriendly to him. Meanwhile, another refugee from Shiloh, a Ridge Mills man, declared they had been permitted only one meal a day, usually mush and milk, and that sickness was ravaging the disciples. A state investigation uncovered what were called cases of cruelty to children, it being declared that Sandford was, "ruling his people with fear, they following his merest suggestions implicitly." Sandford was called "insane."

Revisionism and The Blueprint Prophecy

Imagine, if you will, a leader of a religious group or secret society who based his entire movement on a foundational document - but yet would not share the contents of that document. Sacred writings, which were delivered to him by an unidentified mystery prophet. A blueprint which was confirmed to him by a "supernatural encounter which included an angel and a demon." Writings which were confirmed by yet another prophet, one who later was discovered to have had women stand in front of him naked while he "prophesied" over them.

Mormonism? Freemasons? No, this movement is known as the "24/7 Prayer Movement" whose adherents are called "Forerunners." They are best known as the "International House of Prayer" (IHOP) and the leader is Mike Bickle.

The foundational document is something they call the "Blueprint Prophecy."

In Bickle's world it is a given that all prophesies must be tested and judged. However, Bickle to this day, has not released a complete, full version of the prophecy which was given to him in writing. Assuming that other leaders in the movement may have had access to the complete document, the parallels to Mormonism and Freemasonry are stunning. In movements such as these, certain elements of their teachings are revealed only to those who have earned trust.

Looking for the earliest extant version of the Blueprint Prophecy has been like looking for the Dead Sea Scrolls. Or the golden tablets. According to Mike Bickle, the original Blueprint prophecy was received on March 26, 1984. Bickle also states that the Blueprint was not made "public" until 2002, although portions have been withheld. This have been independantly confirmed by notes posted by IHOP staffer Greg Burnett, who states the decision to release an edited version was made November 7, 2002. Burnett also did a cut and paste from the 2002 version to his website in 2003(1).

The 2006 version of the Blueprint Prophecy(2) is identified as an edited version and is dated March 26, 1984. However, this version was created on MS Word (not available in 1984) by Jack Hill and the meta-data tag is August 15, 2006. The 2006 version varies little from the 2002 version.

The 2009 version(3) , which was posted on the IHOP website in support for a special 10 year anniversary celebration which featured talks on the history of the movement by Mike Bickle.(4) It was prepared by Stephen Jordan (on a Mac OS X 10) on September 28, 2009. The document states that it was edited on September 19, 2009 by Misty Edwards. Interestingly enough, some changes that were made in 2006 were reverted in 2009.

Judging Prophecy

Bickle has stated that this document is a "comprehensive prophetic word." The unidentified prophet stated "the Lord gave me the blueprints for your movement."(5) While Bickle has not ascribed to the blueprint the weight of scripture, it is clearly identified as a prophetic word from the Lord. A case could be made from Bickle's teachings that Bickle looks at all scripture though the lens of the Blueprint Prophecy. Nonetheless, Bickle's own movement teaches the importance of judging prophetic words.

Somehow, the Blueprint Prophecy gets a "free pass." Bickle has stated that portions were removed by him, things that, in his words fell into the category of "I don't know what that means,"(7) so he did not want them in print (circulation).

Mike Bickle, in 1982, received a prophetic word that said "I (the Lord) will change the understanding and expression of Christianity in one generation."(8) If Bickle's movement is indeed this significant in the history of the church then, like scripture, the dispensation of this message should not be left up to "private interpretation." (c.f. 2 Peter 1:20)

Shifting Sands
Even more disturbing is the changing nature of this pivotal document. In response to accusations of aberrant doctrine and practice, Bickle's organization released a statement of "Affirmations and Denials" in 2008.(9) The document addresses issues such as the "Latter Rain" and the "Joel's Army." Bickle says his prophetic movement is all about "standing boldly in faith for what the Spirit is saying."(10) Could it be the "spirit" keeps changing his mind? Or is the "spirit" saying things for which we cannot "boldly stand?"

Dozens of changes have been made and will no doubt be discussed by others. For the purpose of brevity, I would like to highlight just a few typical revisions. The first has to do with the "Latter Rain."....

This section features a few simple edits which seem benign enough. The emphasis supplied in the 2009 version seems to be a justification of the cult-like atmosphere seen at the Kansas City compound ("City of Habitation").




More importantly is the tacit approval of the teachings of Mike Bickle seen in the statement "Your doctrine shall be my doctrine - by My Spirit." This is not unlike the standard charismatic validation of a prophetic word: "The Lord says - hear the word of my prophet, for I have given him my word." The use of the phrase "by My Spirit" in the 2006 version plausibly implies that God has a work to do in Mike Bickle, and that He is going to align Bickle's doctrine with His. The 2009 version implies that God will adopt Mike Bickle's doctrine.

And it is this sort of grandiose elevation of Mike Bickle above mere mortals that causes alarm. Simply put, if what was delivered in the original prophecy was so significant, should not the body of Christ know? Or is Mike Bickle the benevolent Pope whom God entrusts, but others cannot handle this divine revelation.

KCF, Doctrine, and the Word of God

Those involved in this resurgence of the Latter Rain Movement
have had years to hand-tool answers to critics. Those who hold
to this mystical mindset have studied the mistakes made by and
criticisms made of the early adherents of the movement. They now
seek to be more moderate in their attempts to propagate their
theology. Thus, the attacks on historic biblical doctrine are
more subtle than those of five decades ago. Those attacks,
however, are still there and are still dangerous.

KCF uses a back-door approach to promoting its message.

Historically, godly men illumined by the Holy Spirit studied
the Bible inductively, discovered what it taught on a particular
truth, and proclaimed that truth as doctrine.

KCF, on the other hand, first establishes a person or persons
in a position of apostolic or prophetic authority. These men are
touted as receiving direct revelation from God.

KCF says "The end time ministries also must have this, the
ability to impart revelation of Jesus to the body. [15]

Then the prophets proclaim messages designed to cast doubt on
the ability of believers to understand doctrine they have been
taught.
