By the way, the books you are talking about were intertestimental books - between Malachi and Matthew. They simply are not inspired, and the errors speak for themselves. The Jewish canon was closed by 400 BC and it did not reopen until the apostles started writing the New Testament in the mid 40's to 50's AD.
Because as the Hebrew writer explains, those who served the earthly sanctuary were all of the tribe of Levi. Jesus, not being of the tribe of Levi could not serve as a priest on earth any more than the Levitical priests could serve in the true holy of holies. Their priestly function was limited to the earthly tabernacle. Jesus, being the heavenly high priest functions as such from a completely different order and a much higher status.
