"All" is not always used as all-inclusive, "all" can also mean everything of a limited context, or under Gods dominion. In 2 Chronicles 36:23, Cyrus' empire is said to have encompassed "all the kingdoms of the earth." But there were kingdoms in the Far East which were surely not included. Acts 11:28 speaks of a famine "throughout all the world," yet its not likely it really meant the whole world.
I agree with you and again I did qualify my OP by asking the question based upon Context and viewed through CONTEXT....So........God obviously INSPIRED the HOLY men of GOD who gave the scriptures...so HOW do we Jive an inspired statement that cannot be true if through out ALL the world was not literally meant?<-------JUST a question...so don't jump to a conclusion that I am saying that the quote is false or misleading.....

HOW can we determine what is actually meant if what was written was not actually meant?
I have a hard time believing that GOD would inspire VAGUE words and or a context that we can only guess at or surmise over....!
