Well a few bits of information must be understood before this question can be properly answered.
1st, did you know that the Greek word for "sorcery" - in the bible - is "pharmakeia" (and this is New Testament writings). It's where we get our word pharmaceuticals. Christ didn't heal with "sorcery" (i.e. drugs) but with faith in the power of God.
2nd, Priests are allowed to work on the Sabbath, and more than "allowed", Priests are *expected* to work serving God's people on the Sabbath (just like today's church shepherds work to serve their congregations on Sunday).
3rd, those who believe in Christ are of the order of Melchizedek. In other words, believers of Christ *are now* priests of God, commanded to REMEMBER the Sabbath, which means either resting on the day or doing good to others. In other words the focus must be on God and his kingdom and not on self.
So if we consider all of this information, we can answer your questions...
1. Are doctors allowed to work on Sabbath?
Assuming they're believers in Christ; If their focus is on maintaining their income, job or career; no, they're in the wrong. If their focus is to spread the kingdom of God (i.e. restorations...healing); yes, especially if they worked for free as an offering to God on that day.

2. Are pharmaceutical workers doing good if they work to produce medicinal drugs on Sabbath?
No. The production of drugs is considered sorcery. Also the production of pharmaceuticals is specifically "for profit" and not for the healing of people (giving drugs away freely isn't good for business...nor is truly healing people good for business).
Have you ever noticed that there's a serpent coiling a staff as the symbol of this world's version of healing, who's "medicine" doesn't really heal? Now that imagery comes from what God commanded Moses to make for the people in Numbers 21, but today's "medicines" are another lie from that old Serpent.
At best these drugs mitigate symptoms and don't cure any illness or disease (because you have to keep taking them or the illness or disease returns). At worse, these drugs are made to specifically *kill* something in the body (which is why if these drugs are taken other than how they were specifically directed they can cause death).
ALL of them cause other negative "side-effects" (i.e. "diseases") that must then be controlled by more drugs, and it just spirals into more and more bondage...completely contrary of God's Kingdom, the gospel of freedom. Something that truly "heals" doesn't kill or have an overdose limit where you've taken too much.

Of course they can work and obviously it is for money because it is their job...duh! They can ask for a few hours off so they can attend service but if the boss says No then it's a No.

I'm pretty sure if I needed my leg to fixed JESUS would be telling me go and see a Dr and get some meds so you don't get a nasty infection and get possible gang-green.
