Your question is very unclear and confusing and I will tell you why.
Even by your own definition you state that to obey the gospel is to accept the sacrifice, death and resurrection of Jesus. Well the question of your thread is When a Believer does not obey the gospel....A believer accepted Jesus so therefore obeyed. The wicked reject and would be the ones that did not obey the gospel.
My second thought was we needed to accept the gospel not necessarily obey it but by your definition I can see a believer could obey the gospel by accepting it.....Just my thoughts....
Jesus told Nicodemus that we
must be born again to be saved. He then said it is of

2. Burial = water baptism in the name of Jesus Christ

The reason many here reject the gospel is because they reject water baptism as the "burial" - thus deny, and "believe not" the salvation message. They are in rebellion.
2 Thessalonians 1:8 In flaming fire
taking vengeance on them that know not God, and
that obey not the gospel of our Lord Jesus Christ:
If we are not water baptized (buried with Christ into his death), then we cannot be raised in the likeness of his resurrection.
