That part is not to be taken literally, as it is referring to eliminating sin from your life.
If you look upon a woman and start lusting in your heart, you need to deal with that sin and eliminate it from your life letting the Holy Spirit help you with this.
If you don't deal with your sins, and work on eliminating them with the Holy Spirit to help you do this, then you will not be headed for eternal life but eternal punishment instead.

Hebrews 10:16
This is the covenant that I will make with them after those days, saith the Lord, I will put my laws into their hearts, and in their minds will I write them;
He does not write His laws on our heart just to continue to disobey them. He does that so that we do not look at them as a set of written ordinances or laws. We are now to walk in His commandments as an everyday way of life, and even Paul realized this by stating we do not void the law we establish it.

DO you not understand how to read Paul? His writing are complx and must be cross referenced off of everything he wrote, or you will miss his meaning:
