This is an unusual situation for a 20 year old girlfriend to be in, but it is not so uncommon among 75 year olds whose spouses are no longer safe drivers. You might tap into their wisdom. Post the question where senior citizens might see it. Or ask you pastor to introduce you to folks in your church who have faced this situation (loved one who may not be a safe driver, albeit not specifically blindness).

12 months ago I had to wrestle with this vis a vis my wife because of a medical issue. Everybody's situation is different, but for me being supportive involved (1) Saying it was time to give up driving and being firm in that, (2) Just holding on with hugs through a lot of tears, and (3) being proactive in assembling a set of friends who could help with rides when I could not, e.g., because I was at work. It didn't mean avoiding conflict or acceding to immediate preferences.

One other note -- I was able to poll various friends of my wife to get their assessments of whether she was still safe to drive. Many heads can be better than one in such matters.
 
My question is how did he get a drivers license in the first place? If he already has harmed someone due to not having the correct vision for driving there is no reason for him to be driving again. His license was taken from him for safety reasons for him as well as others. He needs to be more responsible and caring and accept that it is best that he does not drive.

That is why I am scared to death of being behind the wheel. I couldn't have that on my conscience if I hurt somebody. My family has been on my case for not driving but I don't think they understand how truly bad my vision is. They just say I'm out of options in a more cursing manner (afraid to put the acroym and we all know the f word).
