There are 2 main beasts shown in Rev. 13, the first one comes from the sea and is global, the other beast is from the earth. The one you refer to in Rev. 13:12 is the false prophet image, which is symbolic of the spirit of antichrist that came, and still is working in many deceivers as written.

The false prophet spirit (spirit of a lie) is at work in many deceivers as written, let's confirm by scripture
So this spirit working in many deceivers may come in the name of Christ, and even portray that same visible outward image,(sheep’s clothing, or like a lamb) but their doctrine prove they are truly of the Dragon. (speaks lies like the Dragon, or Devil=father of lies)
Jesus said in Matthew 24:5 “For many shall come in my name, saying, I am Christ; and shall deceive many.” And also in Luke 21:8 “And he said, Take heed that ye be not deceived: for many shall come in my name, saying, I am Christ; and the time draweth near: go ye not therefore after them.”
So again, we see many deceivers who will put on that outward lamb image, but those that know Christs voice shall also know they speak like a Dragon. (lies)
Also we read in Revelation 13:13 “And he doeth great wonders, so that he maketh fire come down from heaven on the earth in the sight of men, So these false prophets will work wonders, but note the last part of that verse “in the sight of men”, which means in the eyes of men they will be great wonders. But we are told in the next verse that he “deceives them that dwell on the earth by means of those miracles” So they are false miracles(or even lying wonders)

Though I would agree the start of the 4th and final beast would originate with the start of the Roman empire, and be in place waiting to devour the man-child as soon as it was born. I would disagree the 4th beast ended with the fall of the Roman Empire. The 4th beast has all the body parts of the previous 3 and would grow and become a global beast made up of all nations peoples and tongues.
Also the 7 heads go back farther than the Roman Empire. And though the antichrist spirit was present during the apostles ministry, "it" is still present "in" all those who deny Jesus Christ. Notice the 4th beast shown to Daniel would be different from the first 3, and would devour the whole earth, proving it would grow to global proportions.

Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.

I know many want to know who the 7 heads and the ten horns are, but that really isn’t the important part here. The important part is understanding this beast is global, meaning the beast is from all nations, peoples and tongues. And what is also important to understand is how this beast gets its power, and that is by the red dragon.
So how do we know this beast is global? First notice he rises out of the sea. The sea in scripture often symbolizes the nations. This is also shown as “many waters” in scripture. Notice the woman sits on the same scarlet colored beast in Revelation 17:3 “So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.”
Many people believe that the woman in Revelation is a brick and mortar city like Jerusalem, as some also believe the scarlet colored beast she rides on is also limited to a specific geographic location. But scriptures prove both these ideas to be false because the imagery of the woman and the beast are global and affect all the nations of the world, and even all the inhabitants of the earth. So let’s confirm this point by scripture.
Revelation 17:1-3 “And there came one of the seven angels which had the seven vials, and talked with me, saying unto me, Come hither; I will shew unto thee the judgment of the great whore that sitteth upon many waters: 2 With whom the kings of the earthhave committed fornication, and the inhabitants of the earth have been made drunk with the wine of her fornication.3 So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.”
First thing notice where the woman sits.She sits on the scarlet colored beast, which is also the many waters. So the scarlet colored beast is in the many waters, and here is where she sits in Revelation 17:15 “And he saith unto me, The waters which thou sawest, where the whore sitteth, are peoples, and multitudes, and nations, and tongues.”
This confirms what Revelation 17:2 has already stated the beast she sits on is made up of the "kings of the earth" and "inhabitants of the earth" This means the beast is global, and so is the effects of the Harlot because they have all been made drunk with the wine of her fornication.”
Some more confirmation of the “many waters” as referring to the nations of the world is shown here in Isaiah 17:13 The nations shall rush like the rushing of many waters: but God shall rebuke them, and they shall flee far off, and shall be chased as the chaff of the mountains before the wind, and like a rolling thing before the whirlwind.”
Jesus also spoke of the nations as the sea of waters in Luke 21:25 And there shall be signs in the sun, and in the moon, and in the stars; and upon the earth distress of nations, with perplexity; the sea and the waves roaring;” So one could say the scarlet colored beast is symbolic of the serpent in the red sea.
This sign of the serpent, or dragon in the sea was shown in Job as Leviathan the crooked serpent and also here in Psalm 74:14 “Thou brakest the heads of leviathan in pieces, and gavest him to be meat to the people inhabiting the wilderness.”
The people inhabiting the wilderness, are like those wandering the wilderness of sin. But the Lord will judge him with His sword as shown here in Isaiah 27:1 “In that day the Lord with his sore and great and strong sword shall punish leviathan the piercing serpent, even leviathan that crooked serpent; and he shall slay the dragon that is in the sea.”
So the heads are really not that critical when you understand that all kings, kingdoms, and nations on this earth have been deceived by Satan through his spirit working in them. How do we know this? Because of sin, just as it is written 1 John 3:8 “He that commits sin is of the devil;

Yes, the two-horned beast (the divided "Western" and "Eastern" Roman Empire) intended but never fully succeeded "One World Religion"--------a counterfeit form of Christianity sponsored and promoted by the Roman authority (Vatican-----Roman Catholic Church) in a Roman style and for the interest of the Roman Empire, whose most doctrines are contrary to God`s commandments and the teachings of Jesus Christ.

You can not take and understand this without taking the book of Daniel into consideration, as it shows what this system will be made up of as it is a combination of the original Babylonian, Medio-Persian, and eastern Roman empire. Instead of being separate they will be all in one under the control of a political leader (man of sin) and a religious leader (false prophet).

Also the book of Revelation talks of the battle of Armageddon,that is a war between God and the beast kingdom,which God says He is going to gather all nations together to fight against Jerusalem,Israel,which we know could not have happened years ago because the whole world has never came together and fought Israel.
So the beast kingdom is a future event that will include all nations coming together to solve their problems,in which they accept the beast to solve their problems,and do not acknowledge any God,which we know has never happened before in the history of mankind.
When has all nations come together as a kingdom,and how can they do it without technology to be able to communicate with each other,and to travel to each other,to come to one mind to do this.
The Roman Empire years ago,or any other kingdom years ago,never had control of the whole world,although the beast kingdom will stem from the Roman Empire,for the devil will use the power base of the Europeans to establish the beast kingdom,and any other nation that has been European influenced.

I totally agree with InTheSpirit as he showed that in Revelation 13:12 one must search the verses just before. When doing so it shows how the spirit of the antichrist will deceive. It is not a one world religion but a deception that many will fall into. When studying/reading Revelation one must first Pray for GOD to Reveal what is hidden within.

The problem here though is the bible speaks of two separate forms of the antichrist;
1) spirit of antichrist - that now is and has been in the world for a while working through others to deceive people
2) Last days end times figure antichrist - that also is given the titles of man of sin, 1st beast, prince of this world, son of perdition.
When studying end times biblical prophecies you have to learn to discern between the two, and use Jewish customs and traditions to understand what was being referred to when written.
