'But this I say, brethren, the time has been shortened, so that from now on those who have wives should be as though they had none; and those who weep, as though they did not weep; and those who rejoice, as tho they did not rejoice; and those who buy, as tho they did not possess; and those who use the world, as tho they did not make full use of it; for the form of this world is passing away. '

I get the last part, but I don't get the part about those who weep as tho they did not weep and those who rejoice as tho they did not rejoice.
If I am rejoicing, I really want to make full use of that! You know? That's the good stuff. But maybe that is rejoicing in the things of the world.

Oh, and the wife part.

29 The important thing to remember is that our remaining time is very short, [and so are our opportunities for doing the Lord's work]. For that reason those who have wives should stay as free as possible for the Lord; 30 happiness or sadness or wealth should not keep anyone from doing God's work. 31 Those in frequent contact with the exciting things the world offers should make good use of their opportunities without stopping to enjoy them; for the world in its present form will soon be gone.

Paul's idea is simply to not get wrapped up in the things of this world, but stay in the Faith and seek to do The Lord's work.
 
If you just got to one more verse, verse 32, Paul is saying he wants us to be undistracted from worldly concerns as much as possible so we can focus more on the work God has for us :)
