The time has come and gone over two thousand years ago.
The binding as our protection is not in respect to the whole world .Just the Christian world. Not of this world.
The time has already come when he finished bringing any new revelations. Because that law not to add, binds the father of lies from bringing his lying sign and wonders as false prophecy in respect to false apostles.the antichrists (plural) .
Because we are not to receive any new revelations it would be impossible for the elect to be deceived into thinking they are of God , who acknowledges all new prophecy a has seized. This is seeing His will in that way is sealed up till the end of time.
There are no laws by which we could know him more intimately missing . He is silent in that way to the end of time. Just as he was silent for the four hundred years between the revealing of the new testament.
Today if we were to try the spirits to see if they are of God or of the things of men . Any new prophecy is considered a lying sign and wonder. Therefore we are to believe not if any man says thus sayeth the lord as new prophecy..It is our safeguard.. the work of our comforter Christ in us .

So in that way he is bound from bringing new revelations as lying sign and wonders .But is not bound to those who believe God is still bring new prophecy adding to the book of prophecy.
When the scriptures inform us Satan deceives the whole world it does not include His elect .There are false Christs(as the anointing Holy Spirit of God) in all the pagan religions of the world. Christians are not considered as part of that world. To them alone Satan's signs as lying wonder will not affect their relationship with God when they do try the spirits to see if they are of God, or men influenced by the god of this world. .

To Bowman: Scripture has the chronological order of Satan's binding immediately following the Lord's literal return to the earth (every eye will see him). Scripture also states that Satan's binding will be in the literal location of the Abyss, which is the same place that those demons collectively called "Legion" begged Jesus not to send them into. The Abyss is also the current location of the beast, who will be released at the 5th trumpet when that star/angel opens the Abyss.
After the literal wrath of God has been poured out via the seals, trumpets and bowl judgments, the Lord will return to the earth to end the age, the beast and the false prophet will be captured and thrown alive into the lake of fire, then that angel will seize Satan and literally thrown him into the literal Abyss and lock and seal it over him and not some make believe, foo foo binding, but a literal binding. During that thousand years, Satan will not be able to deceive the nations during that time because he will be under the earth in the Abyss and will have no exposure to the inhabitants of the earth.
This is what scripture teaches and is the truth of the matter.

well MY God has Satan already restricted in the Abyss, to be released at the end of THIS age (rev 9.1-11).
As for some hypothetical millennium it will not occur, neither Jesus, nor Paul nor Peter mention a millennium.
Jesus is living and reigning with the souls of the redeemed NOW.
