Sin cannot be defined just by the Law as outlined in the Torah.
Sin, for those who know the Torah, can be defined in terms of transgression of Levitical law.
However a majority of the world's population have never seen the Torah, never read it, and have never even heard that such a thing exists.
However, Paul, in Roman's explicitly explains how those who have never known the Torah are nevertheless guilty of sin, and therefore its ultimate consequence, which is death.
How can this be?
Simply put, we are all moral creatures, and no society on earth, no matter how primitive or advanced, has failed to produce a set of rules and a code of behaviour. This my be formalised as laws that are legislated or a much more informal process that governs behaviour.
These rules, codes, and laws variably incorporate many standards that would correspond with the law of God.
Transgressing these rules, codes, or laws produces the same result as transgressing Levitical law.
So, it can therefore truly be said that sin is rebellion against God. No matter the person, no matter the culture, no matter where in the world one lives one will be guilty of transgression.
