This leaves room for outliers, or others who are not "over protective of their families."
If people are lonely, or think they will benefit from joining another person or group, then some, at the very least, will try.
This is how communities are formed: find a common goal to fulfill a need (or want).
The community as God intends it includes Love, Joy, Peace, Patience, Goodness, Kindness, Faithfulness, Gentleness, Self-Control. Of course, these are born of the Spirit of God. If people are mocking God and continue to sin, then God allows the consequence of sin to reign in a community. For whatever reason, He allows good to the wicked and harm to the faithful.
But a righteous community is grown by God, not the mere effort of humans.
