The question is too broad to give an intelligent answer. Just depends...what kind of an organization, are they incurring an expense by accepting a gift (wire fees, currency conversion, brokerage fees, arranging for transport/labor to secure a donated item)

I've seen organizations ask if you would cover the credit card fee, which obviously varies with the amount given. That I have no question on. But this group (a high school football team) is making it a flat no questions asked "service and handling" fee.
It seems like stating "we want your money and we're going to charge you to give it to us". Which to me is ungrateful and out of line.

I've never heard of an organisation wanting to charge you a fee for giving.

It's a high school football team looking to buy new equipment.
I wouldn't call it robbery, more like ungratefulness and greed.
It appears they are using a company to solicit donations for them, and I assume the fee is to cover the cost of hiring the company. But still... That should be on them, not the donor.
It's a second cousin's school. I was going to donate 50, but since they weren't going to give me a choice in covering their costs I donated 47 (plus the 3 fee, which made it 50 total).
It just seems awfully presumptuous on their part.

I can sort of see some logic behind it if there are admin costs, did they
say there was? Maybe they are trying to be entirely transparent but not
putting it across very well.
Say for example the gear costs a certain amount and postage/packing to
receive it costs extra on top. Then maybe they would have been better to
say we need x amount in total. If this was the case I could understand it.
If they are just taking advantage of people's generosity then it is robbery.
