Maybe it's because the forums were added one by one over a period of time, and each forum at the time seemed to have a proper place in the lineup.
They actually are in alphabetical order for the most part... many forum titles start with "Christian" and they are ordered alphabetically, then there are Arab, Filipino, and Indian Christian Forums, and then the list returns to an alphabetical ordering once again. The first three are out of order for new members to introduce themselves, chat rules, and chat announcements, which it seems are considered most important 
You are welcome, and I had wondered the same thing myself, so when I saw your question I went and looked at the list and figured the layout design is mostly alphabetical... it is all the titles prefaced by "Christian" that make it seem more random than not
