Jews living outside the land of Israel are supposed to delay their Passover
for one month. So when Jews living outside Israel eat their dinner the same
time as those living in Israel. they breach the covenant that Yhvh's people
agreed upon with God in the Old Testament.

● Num 9:10-12a . . Speak to the children of Israel saying, Any person who
becomes unclean from [contact with] the dead, or is on a distant journey,
whether among you or in future generations, he shall make a Passover
sacrifice for the Lord.

. . . In the second month, on the fourteenth day, in the afternoon, they shall
make it; they shall eat it with unleavened cakes and bitter herbs.

. . .They shall not leave over anything from it until the next morning, and
they shall not break any of its bones.

Note that even when Jews are out of the land during Passover, they still
have to slay and roast with fire an entire lamb for their dinner. Failure to do
so constitutes a very grave sin.

● Num 9:12b . .They shall make it in accordance with all the statutes
connected with the Passover sacrifice.

● Deut 27:26 . . Cursed be he who does not uphold the words of this Torah,
to fulfill them.

The Old Covenant was superseded by the New Covenant, that means the Old Covenant doesn't exist anymore and that no one can continue a broken and replaced covenant. Their obedience to it is oblivious...
 
Now, the purpose of the Old Covenant was earthly blessings toward the ancient people of Israel in the an earthly habitation. It foreshadowed the New Covenant and was replaced by it, because it was much better in promises and blessings.

[ THAT IF ] they are on a journey- not if they settled living in another land.
Does it say in the bible where the Passover is to be [held] at?

13But the man that is clean, and is not in a journey, and forbeareth to keep the passover,
even the same soul shall be cut off from among his people: because he brought not the
offering of the Lord in his appointed season, that man shall bear his sin.

14And if a stranger shall sojourn among you, and will keep the passover unto the Lord;
according to the ordinance of the passover, and according to the manner thereof, so shall

the name Passover- [ this do in remembrance of me ].

God passed over the houses that had the blood of the lamb on their doorpost.
God also passes over (forgives) our past sins when we repent of them and come
under the shed blood of Jesus Christ our Passover, sacrificed for us.

When the Hebrew children would ask about this service years later, the parents
were to respond, “It is the sacrifice of the Lord’s Passover” (Exodus 12:27).

The Passover begins at sunset at the beginning of the 14th
this is God’s Passover—and God said “the fourteenth day of the first month
at even is the Lord’s passover” (Leviticus 23:5).

Exodus 12:14 “And this day shall be unto you for [a memorial];
and ye shall keep it a feast to the Lord throughout your generations;
ye shall keep it [a feast] by an ordinance [for ever].

He ate the Passover and instituted the N.T. symbols, the bread and wine on Tuesday evening
during the beginning hours of the Passover. Later that night He went to the Mt. of Olives

-Jesus changed [the simbles] , not the passover holy day occurance.
we use wine now instead, we do not have to physicaly kill an animal.
still only happened once a year, no more sacrifices required, he is our priest.

"on a journey" refers to Jews who are away from their covenanted homeland
for whatever reason. The covenant assumes that they normally reside in
the land of Israel where they belong rather than outside like some sort of
off-reservation renegade.

Jews don't have to reside in Israel to eat the Passover, but they do have to
travel there if they wish to eat it in the first month; otherwise they have to
put the meal off till the second month in accordance with Num 9:10-
12.

● Deut 16:5-6 . .You shall not sacrifice the Passover offering within any of
your cities, which the Lord, your God, is giving you. Except at the place
which the Lord, your God, will choose to establish His name-- there you shall
slaughter the Passover offering in the afternoon, as the sun sets, at the
appointed time that you went out of Egypt.

The place that God ultimately chose to establish His name is of course
Jerusalem. In other words: Passover is supposed to be a pilgrimage type of
feast.

If Jews residing outside their covenanted homeland wish to eat the Passover
right on the dot; then they're supposed to travel to Israel. If they can't
possibly make it on time; then they're supposed to put the meal off for a
month in accordance with Num 9:10-12 at which time they may eat it right
where they are.

That's actually a pretty good provision; seeing as how Jews in dire straits--
e.g. poverty and/or captivity --would, of course, not be able to travel to
Israel.

Psalm 22:16-18 "For dogs encompass me; a company of evildoers encircles me; they have pierced my hands and feet—I can count all my bones(no broken bones)—they stare and gloat over me; hey divide my garments among them, and for my clothing they cast lots."
 
A Covenant is a form of contract. If two people make a new Contract neither party would insist on the other sticking to the Old One. The same applies to the Covenants between God and his people. The New Covenant supersedes the old the clue is in the name NEW covenant.

The Jews, as a body politic, have not yet agreed to the new covenant.
People trying to push the Jews into a contract with God without their
signature, should not be doing that; it isn't ethical.
