A lady goes forward to join the church (the pastor invited people to join). The pastor shakes her hand, and then announces she is coming to join the church by statement of faith.
So the church immediately votes to receive her by her statement of faith. Unanimous reception (for those who voted).
Then, the pastor, after she is voted in as a member, asks her what her statement of faith is.
She says "I just want to be a part of the church."
Um. OK.
Every local body will have their own specifics on how they organize the church government and by laws. However the church congregation does not want a bunch of, "PHart", like people, running around spreading a false gospel among the members , therefore they will ask a new member for a,

Statement of Faith" either written or verbal.

This answer is a correct answer because (most), all believer's "
want to be a part of a church." Some people have a difficult time expressing their faith and just finding the right thing to say. In that case I would welcome her with open arms and the right hand of fellowship.
