Yes it is Jesus and he is laying bare the truth that we are to cut from our lives those things which cause us to offend or sin....do what is necessary.....he does not mean to literally remove our hand or eye....he is symbolically speaking......and obviously only those that die without the blood of Christ applied by faith will end up suffering eternal death.......just the jist.....

44 Where their worm dieth not, and the fire is not quenched.
45 And if thy foot offend thee, cut it off: it is better for thee to enter halt into life, than having two feet to be cast into hell, into the fire that never shall be quenched:

It sounds like He is warning us about being "double minded".......
Hands = our works
Feet = who we follow; where we go
Eye = what we desire; our focus; our attention
Yeshua/Jesus wants us to make a decision. We either do His Works, follow Him and desire the Father's Will or we don't and have no part in the Kingdom of God because the worm dieth (never becoming a butterfly) and the fire is not quenched ........ regret and the pain and sorrow of not choosing God's Will for us is forever.

Hands = our works
Feet = who we follow; where we go
Eye = what we desire; our focus; our attention
Yeshua/Jesus wants us to make a decision. We either do His Works, follow Him and desire the Father's Will or we don't and have no part in the Kingdom of God because the worm dieth (never becoming a butterfly) and the fire is not quenched ........ regret and the pain and sorrow of not choosing God's Will for us is forever.
