The church, the 144,000 and the great tribulation saints, will all rule with Christ during the millennial kingdom.

"And to the one who is victorious and continues in My work until the end, I will give authority over the nations. He will rule them with an iron scepter and shatter them like pottery —just as I have received authority from My Father.

"And she gave birth to a son, a male child, who will rule all the nations with an iron scepter. And her child was caught up to God and to His throne."
We have to remember that during the thousand years that Satan will be locked up in the Abyss, so there will be no deception or temptation during the thousand years. During that time people of the earth will have multiplied living in complete peace. At the end of the thousand years Satan will be released and for the first time in a thousand years Satan will immediately begin to deceive and tempt the inhabitants of the earth, many of whom (like the sand on the seashore) will rebel against God, demonstrating that mankind is always turning away from their creator and ready to do evil.

As I previously stated, those on the earth during the millennial period, will be those who make it through the tribulation alive and who will still be in their mortal bodies. The church, the 144,000 and the great tribulation saints, will all be in their immortal and glorified bodies. Those on the earth in their mortal bodies will not be ruling, but will be ruled over by the Lord and those previously mentioned.
During the millennial kingdom there will only be one government, Christ's government. And all of the those who are living in their mortal bodies during that time will be under His government and we, along with the Lord, will be ruling over the inhabitants of the earth.

Who else would the book of Revelation be written to but the church? It wasn't written to Israel who remains under the law, because for the most part they did not recognize Jesus as their Messiah and therefore to them the new testament is not the word of God.
The book of Revelation was not written to unbelievers, because they don't fear God nor regard His word. Therefore, it was written to the church, those who believe in Jesus and the word of God. And it was written to the church for us to know and proclaim to unbelievers and believers alike. I believe the text says he "shall go out TO DECEIVE the nations..." but recall that there will be those "BORN TO" the ones who ENTERED the MK (in mortal bodies, capable of bearing children/reproducing) but that those born to them will not be "born automatically righteous"... so the possibility of them (at the end of the MK age) being "deceived" is accounted for, here... "Death" will be rare in the MK age, reserved only for the "rebellious"... and they (having "died") will then [later/after MK] experience the SECOND of the TWO "punish" words in Isaiah 24:21-22 (at the GWTj; the FIRST of the TWO "PUNISH" words in that passage paralleling Rev19:19,21/16:14-16/20:5 at the time of Christ's Second Coming to the earth, 1000 yrs BEFORE the GWTj--the first one [at the time of His Second Coming to the earth] is where the Sheep and goat judgment/separation "fits" in, in the chronology, that is, determining who will ENTER the earthly MK in their mortal bodies, alongside passages such as [the timing for] Daniel 12:12 "BLESSED is he that waiteth, and cometh to the 1335 days" (that is, in "STILL-LIVING"/mortal bodies/persons... this point in the chronology is not, and does not pertain to, our "Rapture" [which pertains SOLELY to "the Church which is His body," not to all other saints of all OTHER time periods]).

I believe sheep goat judgement show what kind of people Will accept by God to heaven. What kind of people go to hell
Basically people with love go to heaven, No body able bear fruit of itself
So people with pure love mean abide in Him.
People with worldly standart love mean not abide in Him
So I believe bema judgement similar to this judgement, only bear fruit people go to heaven.
Remember, No body able to bear fruit of itself
So bear fruit = abide in Him= have faith in Him and salvation = because of faith
