I was going to answer hastily and say John the Baptist, but looking at these verses again I thought, whoa, I will wait for others to answer. Great discussion verse, though stone! Sorry, I don't have an answer...

Malachi 4: 5 "Behold, I am going to send you Elijah the prophet before the coming of the great and terrible day of the LORD. 6 "He will restore the hearts of the fathers to their children and the hearts of the children to their fathers, so that I will not come and smite the land with a curse."

John the baptist was Elijah, who would return, heralding the coming of the Messiah, prior to the great and terrible day of the Lord, (destruction of Jerusalem in 70 A.D).

Jesus speaking:
Matthew 11: 14 "And if you are willing to accept it, John himself is Elijah who was to come.

This was a man name Elijah. He is in the book of kings he is one of those who never died. He was a great prophet with great Holy powers from God. In this verse my friend is his Spirit going to be upon a man, the man is named John. If you read somewhere in isaiah John is the forunner of Christ. People say that enoch is Elijah because they never died, they were brought up to heaven.

In this verse, he is going to come before Jesus and he will change the hearts and help support Jesus' ministry.

Elijah's return was prophecied in Isaiah 40: 3-4, as a forerunner to the coming of the Messiah, and was intended for the Jewish nation, not for us. The Messiah's coming, of course, would be the incarnation. The terrible day of the Lord follows this event. There is no mention of a judgement, only a terrible day of the Lord. The description of that terrible day is one of temporal cursings of the land. The judgement was for the nation of Israel, not the souls of man. Therefore, that terrible day is the horrible destruction of Jerusalem in 70 A.D.

Well friend, he has already came, he was John the baptist who help prepare the way. Jesus said he is greater than a prophet. Now as you read in Luke he is mention a bit more, like his birth. Before he was born yes he had to stay away from man's creed and be raised up in the ways of the Lord. Lord said before his birth, he must not drink wine nor any strong drink and shall be filled with the Spirit of God.

The way you can see was he was lead to preach the message that the Christ is coming back. Which increased people in numbers of believing it and it helps Jesus when He started His ministry.

There are also witnesses who will come in the future and prophesy greatly, people believe it is moses and Elijah.
