Yes. But again knowledge and foreknowledge are not the same.
I knew I was going to marry my wife before I married her, but we were not married till the pronouncement.
God foreknew me and predestinated me unto adoption. You are confusing two terms. Foreknowledge and Adoption.
God foreknew you would make a choice to believe the gospel and become a son before the foundation of the world, but didn't have knowledge of you as a son until you believed. Is this what you believe? Is this your explanation of Galatians 4:9?

There's not one Scripture that states that God knew you before the foundation of the world. Not one.
So, God didn't have knowledge of you as a son before the foundation of the world.
How does one become a son? By believing on the name of Jesus.
12 But as many as received him, to them gave he power to become the sons of God, even to them that believe on his name:
What this means is, you do not believe that God knew you would make the decision to believe in Jesus and become a son.
Did God know Cyrus before he was born? When did God predestinate what Cyrus would do for the Jews?
How about Jeremiah? Did God foreknow and predestinate Jeremiah before he was born?
