Early on (Fed/March), they didn't know the majority of transmission of Covid-19 were by asymptomatic carriers. They wanted to use the existing masks for medical professionals dealing directly with patients who tested positive. When they finally learned how Covid-19 was being spread (asymptomatic carriers), he recommended wearing masks. By that time, there were plenty in stock (though N95's are still restricted). I remember this specifically because I could not buy anywhere in late March. I ended up buying some on ebay from someone who was making them.
I had the ability to drop a few hundred dollars for 100x quantity N95's from someone who bought them at the start of the pandemic and was trying to make a profit. I didn't want to give him the satisfaction of price gauging and making an insane profit and I would have felt guilty using one when many medical professionals at the time had a shortage. Those on the front lines deserved them over people who have the luxury to work from home.
