Yes, Saul was chosen by God.

1 Sam 9:17) And when Samuel saw Saul, the LORD said unto him, Behold the man whom I spake to thee of! this same shall reign over my people.

1 Sam 10:1) Then Samuel took a vial of oil, and poured it upon his [Saul's] head, and kissed him, and said, Is it not because the LORD hath anointed thee to be captain over his inheritance?

1 Sam 15:11) It repenteth me [the LORD] that I have set up Saul to be king: for he is turned back from following me, and hath not performed my commandments. And it grieved Samuel; and he cried unto the LORD all night.

Yes but did God want them to have a king? (which was my point]
remember what God said about saul.. he gave them one he knew they would want, David however was Gods chosen

Initially, no.

God said that about kings in general (1 Sam 8:11-17). David did some of those things too.

David however was Gods chosen
So was Saul.

and even then

does this prove he had eternal life?
Does God give the Holy Spirit to people who aren't saved?

i don't believe God is ever wrong about things He thinks ;)

so my view of 1 Samuel 15:11 & Genesis 6:6 is maybe a nit different than yours. or maybe not? do you know that word in both those verses, that gets translated as 'repent' or 'regret' means also to console one's self, or comfort? it's in Genesis 24:67 & Ruth 2:13, for example. seems nuanced, doesn't it?
see, we as humans when we rue something we have done, see it as having been a wrong thing to do. but holy, sinless, omniscient God doesn't do wrong things, but perfect things. when we read that He mourned over Jerusalem, having held out His hands all day to a disobedient & stiff-necked people, it doesn't appear right to me that what we are being told is that He's failed in what He has done.

if God had warned them that wanting a king was an evil thing for them to do, saying that they have rejected Him as their King by doing so, what sort of king would God appoint over them?

I believe God knows everything that is available to know, but it is not possible to know every decision that we as free-will beings will make before those decisions are made. In Genesis 6, I believe God was sorry He had made man (Gen 6:6). I believe God regretted making Saul king (1 Sam 15:11). I believe that it did not enter God's mind that people would sacrifice their children (Jer 7:31).

This limits God, and makes him so he is not very sovereign or omniscient

You're assuming that in the OT it was not possible to lose your salvation. I do not agree with your assumption.

During the upcoming tribulation, it is clear that people must maintain their faith in order to be saved (Rev 2:10, 26; 3:5).

a type of Christ -- anointed while another was prince of the world, and meekly came as that king's servant, unwilling for holiness sake to lift up his hand against the one the LORD had appointed.

evening comes before morning in the Bible's accounting of days -- and these things are testifying of Christ. God speaks through these things :)

I know how the biblical days worked, and I agree that David was a type of Christ.

So do you believe God first appointed a king He knew would be a failure?

Calvinism says God predetermined everyone's fate and that nobody has a choice. God is love, and predetermining people to hell is not love. In the end, Calvinism makes God ultimately responsible for evil. I believe that salvation is available to anyone, and that anyone can freely choose for themselves whether to believe the Gospel. God wants all men to be saved (1 Tim 2:4), He is not willing that any should perish but that all should come to repentance (2 Pet 3:9)
