Does Paul's words in Corinthians come from Jesus or is it his own set of instructions to the church.

they are inspired by the Holy Spirit from God to Paul, via discernment of the current situation of the early church.
Paul was God's tool used to bring the insight of the Old Law completed in Christ and establish The words of Jesus to the Jews where they can not deny Jesus as the Christ. Easy for those to debunk ignorant fishermen but Paul not so much.
And that from a child thou hast known the Holy Scriptures, which are able to make thee wise unto salvation through faith which is in Christ Jesus. All Scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness: That the man of God may be perfect, throughly furnished unto all good works. (2 Tim 3:15-17)

Thus sayeth the Lord statements are commandments from God that are to be obeyed. No argument/no debat.
I would rather that/it would be better that statements are opinions of/advice from the Apostle to show the Church how to act/conduct themselves in order to have the best relationship with God and each other. BUT, they are NOT Commandments from God.
So, my answer to your question would be "both."

Now concerning the things whereof ye wrote unto me: It is good for a man not to touch a woman.
2Nevertheless, to avoid fornication, let every man have his own wife, and let every woman have her own husband.

What the Apostle wrote was inspired by the Holy Spirit, however, NOT ALL of what he wrote was to be taken as COMMANDMENTS FROM GOD.
People have to read with understanding to know which is which......... Paul spoke of these two styles more than once in his Epistles.
It is CLEAR that from the beginning, God intended for man and woman to marry and become ONE FLESH, so Paul can NOT be speaking a Commandment since he desires that men be like him...........unmarried.......
7For I would that all men were even as I myself. But every man hath his proper gift of God, one after this manner, and another after that.
8I say therefore to the unmarried and widows, It is good for them if they abide even as I.
9But if they cannot contain, let them marry: for it is better to marry than to burn.

it is very SIMPLE to those who have The Spirit of God, that Paul was filled with The Holy Spirit -
and, as Christ's Words were Spiritual, SO WERE PAULS, and he clearly clarifies IF he is speaking
his OWN opinions, which of course would be in accordance with Godly principles...
Of course it is Scripture. That does NOT mean it is a Commandment from God that MUST be followed. I wonder how some people are blind to this? No wonder there are so many flawed theologies being spread around the Church...........
Yes. What he taught was based on Godly principals. Especially the moral aspects of Christian living. However, the teachings that he stated were from him and not God were not required by God to be followed or face condemnation. Paul gave a blue print on how to live a Godly life with as little conflict as possible, but those who chose not to follow his teachings are not condemned because of it. They may have some headaches, and problems others will not, but they are in no danger of judgement for being disobedient to God and His Commandments.............

It is imperative when reading Paul's Epistles that one know which of the two styles of writing they are reading to correctly apply that teaching to their life. Commandment or advice? Commandments are solid foundations for Theological teachings............advice is not. While one may live a far happier and fuller life by following the advice, it IS NOT required by God to do so, and has ZERO to do with salvation!
It is to be understood as it is written . And not everything in the bible is a 'command '.
