While it is true that mountains are used symbolically to represent governments/kingdoms, in this case the seven heads of the dragon represent seven literal hills. We know this because the angel tells John "The woman you saw is that great city that rules over the kings of the earth." It also says that this woman who is a city, also sits on those seven literal hills, which is referring to her headquarters. Since the woman is said to be a city that sits on seven hills, then those seven heads cannot represent nations. The use of Symbolism represents the literal. In this case, the seven heads are symbolically representing seven literal hills.

The woman (Babylon the Great-whore), who rides atop the seven headed beast is a metaphorical representation of her riding the economic policies that the kingdoms of the earth follow, that cause all the murders committed throughout the earth (Revelation 18:24).

You have to ask yourselves the questions: Does Jerusalem meet the criteria for the whore? How would Jerusalem be deemed head over all the kings of the earth? And how would Jerusalem be responsible for all the murders committed throughout the world? If you cannot answer these questions with a viable response, then your perspective could be from the deceiver of the whole world (Revelation 12:9).
Likewise, you have to ask yourselves the same questions in regards to the Vatican and Rome, if these entities meet the criteria described in Revelation 17:9 and 18:24; which if they do not, then your perspective here is likewise from the great deceiver, Satan.

Yes, the great city in Revelation 11 is Jerusalem called Sodom and Egypt, which means slavery to carnal lusts.
This, however, is not the criteria for the great city that rules over the kings of the world, and is not that the Lord Jesus was crucified there.

Which is what I told you in my last post, though the majority of the world recognizes the RCC as the church, she currently does not have power to enforce her authority upon the masses. Revelation chapters 17 & 18 describe her religious and commercial aspects. Go back to post #44 and reread it. If you had read it, you would have seen the part where I describe all of this.

2. Who is the beast that was and is not? My guess would be something related to the Roman Empire as previously in the chapter it talks about purple and scarlet and being drunk with the blood of the saints and cup of abominations, all fit the Catholic Church.

I have heard some say Jerusalem is also called that, but I find Rome to be more likely as John is writing in code to avoid further Roman persecution I believe. It also says the city runs the kingdoms of the earth, that much more aligns with Vatican city where all the world leaders meet the Pope all the time and they are actively involved. Jerusalem doesn't really run things right now.

That is fine if you see it that way. I do not.
For it applies not to John's day, it applies to the day in which the Whore exists.

The beast was before the Whore of Babylon, then the Beast is not when John sees the Whore of Babylon. and then the beast will come while the Whore of Babylon still exists.

This is the proper interpretation of it.

How so? You have replaced the beast with the whore that rides the beast. That is obviously wrong.

Here are the major players of evil:

1. The serpent, Satan.
2. The ten horned/kingdomed beast empire, the first beast of Revelation 13.
3. The false prophet beast.
4. The whore Babylon, a symbolic city.

Rev 17:7 And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns.
Rev 17:8 The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.

This beast is the ten horned beast. It is not a reference to Babylon because she is not a beast.

Verse 9 ends with (Period), Jerusalem is built upon seven hills/mountains just as Rome
