Somebody... I can't remember who it was, explained OWS like this- the early development of the Vaccine messed with DS timetables. If you remember during the election, Biden was saying that there was going to be no vaccine for several years.

Because this was a rushed vaccine, it's highly controversial- and the mandates are highly unpopular. If Biden had taken office, and slow-developed a vaccine that went through trials that were not as rushed, they could have distributed the vaccine towards the end of his first term- he could take all the credit, and it would be less controversial and easier to push federal mandates. Once the first federal mandate actually makes it through, it would start a precedent- centralized power at the federal level and the beginning of medical tyranny.
