Everything that lives in the water, was made from the water in the beginning, and everything that moves on the face of the Earth, was made from the Earth.
But what were the fowls of the air made from? The waters beneath the firmament, the Earth, or both?

The Lord created all physical matter from nothing. Perhaps the Lord created the fowls in the same way.

Everything that was made was made because, "God said."
It was the Creator's words that made all things.

What exactly are you asking? Birds were created on the 5th day, along with sea creatures.

Then God said, "Let the waters abound with abundoance of living creatures, and let birds fly above the earth across the face of the firmament of the heavens." So God created great sea creatures and every living thing that moves, with which the waters abounded, according to their kind, and every winged bird acording to its kind. And God saw that it was good. And God blessed them, saying, "be fruitful and multiply, and fill the waters in the seas, and let birds multiplyon the earth." So the evening and the morning were the fifth day. (Gen. 1:20-23)

The answer is quite clear in the Bible.

And God said, Let the waters bring forth abundantly the moving creature that hath life, and fowl that may fly above the earth in the open firmament of heaven. (Gen 1:20) God had already divided the waters, so these "waters" were the seas. Therefore this may be seen as miraculous, since birds are so different from marine creatures.

Thanks Nehemiah6 for posting Gen 1:20.
"And God said, Let the waters bring forth abundantly the moving creature that hath life, and fowl that may fly above the earth in the open firmament of heaven."

'Waters' in the Bible can refer to God's word (Ephesian 5:26) and to people who are of the word. So, we might say that his word brings forth abundantly. Especially since God gives to the true believer life and that life more abundantly. We see in Gen 1:20 that the word (waters) bring forth creatures having life and this is abundantly. This is a picture of how the word of God produces believers who have the life of God, his spirit, his salvation. They are the creatures God's word creates. The waters brings forth life creatures - true believers. Further, we see that the word produces birds in the open heaven. This is interesting because we find that the Bible speaks of believers seeing heaven open. When heaven is open in Bible language it means that a person is able to receive the gospel. Indeed, those who are born again have the door (Jesus) open and are part of the open field of harvest. If the firmament of heaven were closed in Gen 1:20 the picture would not be pointing to true believers. We see in the Bible in the parable of the mustard seed that believers are spoken of as birds of the air. The mustard seed was tiny but grew into a mighty plant in which the birds of the air lodged. We learn that that is a parable of the kingdom of heaven, so the birds of the air are a picture of those in the kingdom of heaven, in simple words true believers.
Rather than always expecting a surface translation of Genesis, consider that the Bible is written by God in parable form. "Give ear, O my people, to my law: incline your ears to the words of my mouth. I will open my mouth in a parable"
"But without a parable spake he not unto them"

No, throughout the whole bible, "birds of the air" is a code word for angels. In the sower parable they are identified as the "wicked one", the fallen angels. The motif of the mustard seed parable is that a small seed of gospel could grow into a huge movement, but when it's grown huge, it attracts these fallen angels to settle in. The next parable about the leaven is teaching a similar lesson, that these unclean spirit as the leaven is hidden in the dough, and they quietly spread out and rise the entire dough.

Thanks Carry_Your_Name for your comment. The term angel in the Bible means messenger. God's messengers are people, his true believers. That is why angels are spoken of as being men in the Bible. Jesus himself is referred to as the chief messenger, and we find Jesus called an angel in Gen 48:16: "The Angel which redeemed me from all evil, bless the lads;" When the Bible refers to angels being ministering spirits in Hebrews chapter 1: "Are they not all ministering spirits, sent forth to minister for them who shall be heirs of salvation?" this means that true believers have God's spirit to minister the message of salvation among other things to those who are to receive salvation as well.

Angel means angelic beings and heavenly hosts, not men. Yes, they're God's messengers, and some can take man's appearance like angel Gabriel to Daniel and Mary, but that was for the purpose of communication. The "ministering spirits" are the seven spirits of God in Revelation. If those birds were God's people, then they should come out of the mustard plant and plant more mustards. Instead, these birds come TO the mustard plant without invitation. Most of them are wicked, but some are guardian angels that protect us. Essentially this is a retelling of that big tree in king Nebuchadnezzar's dream.

That's not entirely true. The Bible says, that things we see were made of things we cannot see. That doesn't mean it was created from nothing.
It could mean, just as Jesus translated from the spirit world to the physical and then back to the spiritual with a physical flesh and Bone body, I would imagine, that things we see in the natural or translated from another dimension, or the world we cannot see, to this physical or natural world.
Have you ever heard of dark matter when they're referring to the Stars?
The scientists know there are worlds we cannot see yet they affect other planets as they move through space.
Have you ever heard of planet x? They believe there is a planet they can't see was about 10 times the mass of Earth traveling through space, based on the effects it has on other planets.

Everything that was made was made because, "God said."
It was the Creator's words that made all things.
That is true for the most part but the Bible clearly states, man was made from the dust of the Earth, as were the animals.
And so the same would be true with the birds.

Okie doke. But since you have the answer to your own question, that just makes me feel like we've all wasted our time.

Best of luck to you.

No, the Bible says things that live in the water were created from the waters, and things that live on the Earth were created from the Earth. I just didn't communicate that point very well, and I apologize for that.
However, I do understand where you are coming from, but I would put it more along the lines of forming versus creating. That God formed man from the dust of the Earth rather than created man from the dust of the Earth.
It is written, "God created man in his own image", but "formed him from the dust of the ground."

It's clear until you read another verse that would contradict the verse you just quoted.
Genesis 2:19 States, "out of the ground the Lord God formed every beast of the field and every fowl of the air..."
And so I asked again, in light of the above verse, were the birds formed from the waters, the earth, or both?

earth was formed out of water and by water.

Again I asked, were the birds formed from the waters, the ground, or both?

I mean no offense when I say this, but not too many people are aware that the waters basically gave birth to the Earth, as you have shown in 2nd Peter.
And the way I understand it is, the waters represent the holy Spirit, and the Earth representing the heart of God or Jesus. Similarly to when the Spirit of God overshadowed Mary, causing her to give birth to Jesus.

I actually don't know the answer to my own question, and that is why I presented it on CC.
Yes, I do know some things, but I honestly don't know what the birds were formed from, because it is written, they were formed from both the waters and the ground.
I was however curious to know if anyone picked up or caught the verse in Genesis 2:19.
